My fix is to close all QB and Outlook, then relaunch Outlook and QBES, NOT as Administrator, and it works right away. As best as I can tell, if I have 2019 open as Administrator while I try to email invoices from my QBES file, I get the same error. For whatever reason, every time I run Accountant 2019, it wants to run as Administrator. As best as I can tell, it is because I'm running two instances of QB, my personal company file in QBES 19.0, and a client's file in QB Accountant 2019. Occasionally, I will see this error come up again. I relaunched QB NOT in Administrator mode, and everything worked fine. My IT guy was able to figure out this was the precise cause of that error message after a little expert research. The first time it happened, the culprit was because I had chosen to "Run as Administrator" when I launched QB. I have seen this error on and off for many months.
